San Diego Lille Mindez, one of the two brothers convicted of the slaughter of their parents in 1989 in Beverly Hills, was rejected by the conditional release by the California Review Council on Friday in its first appearance before the council.
The decision came after his brother Eric made a conditional release on Thursday. The brothers will be qualified to go to the conditional release council again three years ago.
The recommendation of conditional release sessions in California represents a major development in the case that lasted for decades, which caught the international attention, as the trial of the televised brothers became one of the most famous nineties in the 1990s. Lael, now 57, has spent more than 30 years behind bars.
The governor of the state, Gavin New Roosom, can still review, and perhaps break the decision.

A committee from the conditional release officers assessed the brothers individually. Like his brother, Lyle Mendez faced the board of directors through the video conference from the Richard J. Dunovan reformist in San Diego.
“The committee has found today that there are still signs,” said Jolly Garland, a conditional release commissioner.
“We find your real remorse,” she said. “In many ways, you seem to be a prisoner prisoner. I was a guest in many ways that showed the possibility of change. But despite all these external positives, we see … still struggle with anti -society personal traits such as deception and reduce the base that lies in this positive surface.”
“You have no hope … this denial is not … it’s not the end.” “It is a way for you to spend time to demonstrate, and to practice what you preach about who you are, and who you want to be.”

Members of the Board of Directors mentioned the history of Lyle in breaking the bases behind the bars and its frequent use of the mobile phone in the prison.
“It seems that you are different things at different times,” said Patrick Reerdon, Deputy Commissioner for Conditions.
“He spent 21 years of age in his house prison, and the rest of his life in prison … I hope we will be today we have a deeper understanding of childhood abuse.”
Ethan Milius, Los Angeles lawyer, Los Angeles, said that Layel showed “no growth.”
“When he commits a violation, he lies in it, and tries to avoid responsibility.” Melius said.
Layl said he bears “the responsibility of all this pain.” “My mother and father had no death on that day.”
Lael, who cried during his closing statements, spoke in a tense voice on August 20, the date he and his brother were killed.
“It is the anniversary of the day of crushing for many in my family,” he said. “I am thinking about all phone calls that day about the news of destruction, loss and sadness.”
“I will never be able to compensate for the damage and sadness that everyone caused in my family,” he added. “I am very sorry for everyone, and I will be sorry forever.”

The brotherhood family said in a statement after hearing Lille that “this is not the end of the road,” and that both of them will go before the council again, and the ideal seam is still under review.
“While we are disappointed, of course, from today’s decision as well, we do not feel frustrated. A conditional release process is exceptionally strict, but we are incredibly proud of how Eric and Leila’s appearance – with honesty, accountability and integrity.”
The following steps
California’s conditional release sessions (BPH), under the Ministry of Reform and Rehabilitation in California (CDCR), includes 21 full -time commissioners. Each commissioner was appointed by the California Governor and confirmed by the Senate in the state. Commissioners serve three-year periods, with each brother’s meeting with 2-3 commissioners.
Since California’s conditional release council in California has not recommended Bill Mindez to the conditional release, it will remain imprisoned.
Newsom, although it will not be able to reverse the independent board of directors ’decision, it will remain able to confirm or not to confirm the decision of the Council or take any action regarding the board of directors. Under the California Law, it has 30 days to make a decision.
If the ruler chooses not to act, then the decision of the conditional release council stands.

During the Conditional Release Council session on Thursday, Eric Menendes was rejected a recommendation for the conditional release.
Commissioner Robert Barton emphasized the weight of Eric and subsequent prison behavior.
“I believe in redemption or I will not do this task … but based on legal standards, we find that you are still an unreasonable danger to public safety.”
He said that although the forgiveness of the family was “amazing”, the eligibility of forgiveness and the eligibility of conditional release was separate products: “There can be two real things. It can love you and forgive you and you can still find the conditional release.”
Barton raised concerns, not only for the nature of guns, but for Eric’s misconduct during his punishment. He pointed to its use of smuggling, including the cell phone, drugs and alcohol, as well as its role in the prison gang tax scheme.

The decision came in the wake of a resentment hearing in the Los Angeles Supreme Court in May, when Judge Michael Jesseic reduced their unacceptable life rulings to 50 to age, making it eligible to consider conditional release.
At a press conference after the ruling on Wednesday, May 14, newsoms made the multi -layer process to consider the Manendez Brothers to release it.
The ruler explained that before the completion of any decision, a group of criminal psychologists conducted individual risk assessments on each brother.
“We thought this would be wise to do,” he said, saying that these assessments have been carried out “not only by Los Angeles County lawyer Nathan Hoshman and the victim’s family, but also by the judge” publicly in another conversation, some of them behind closed doors. “
The subject of the comprehensive risk assessment of Brotherhood (CRA) was an attached point for the Los Angeles County lawyer, Nathan Hoshman.
Brotherhood has been marked as “moderate risks”, an increase in their previous “low -risk” evaluation. The moderate increase in risk came after every report found that Eric and Layl, in recent months, was martyred to break the prison bases due to the violations of the smuggling, specifically the possession of mobile phones.

Hochman shared the results of Lyle Mendez first, which committed “deception actions”, talking about the smuggled phone.
He added that Lille “underestimated that he would outperform his rule” and that his report showed “his entitlement and willingness to meet his own needs.”

Along with the use of an illegal cell phone, Eric was marked to possess and deal with drugs, as well as help other prisoners in tax fraud. Hochman, who ran on a strong platform on the crime, was vocal for the lack of rehabilitation of the brotherhood.

In August 1989, Beverly Hills Social, Jose and Kitie Mindez, were shot to death at their home.
Hoshman previously described the murders as “mafia -like strikes”, with a note on the violent nature of the repeated tours of the parents.
The boys were convicted, then 18 and 21, in 1996.

The defense’s assertion was that the brothers were driven by violence with years of physical and sexual assault by their father.
Despite the first trial that led to a suspended juror, which eventually condemned him in 1996, the public remained divided into whether the brothers were acting in greed or self -defense.
