The gambling industry has been marked on the online island as it suffers from an average risk Terrorist financing. This is one of the main results in the first independent terrorist evaluation of the island (TF NRA), which was released this month.
In 2020, the risk of gambling was considered low, so this new evaluation represents a remarkable shift. It also places gambling between the main sectors that need stronger controls to help prevent terrorist financing.
“While our island is a relatively safe place, we will do our best to ensure that the terrorists cannot use our status as an international financial center to finance their criminal activities.” -Poit Paul Wilson, Minister of Justice and Home Affairs on Man island
“Among the four sectors reviewed using the full WB sectoral methodology, all banking sectors and gambling sectors are designed online to form a medium risk of TF.” a report I mentioned.
When determining the risks, the report presented precise degrees of threat and weakness: “online gambling: 0.42 (threat) and 0.51 (weakness), giving it one of the highest tF risk risks combined among all sectors that have been evaluated.

In response, the Al Gambling Supervision Committee says it plans for some major changes. The report said: “GSC has identified a number of controls that will be reinforced, including: AL/CFT directives for business companies (B2B) … and engaging in both the sector and their associated sectors on patterns and supervision.”
Additional procedures include plans by GSC to “search for regulatory powers to apply civil sanctions to the individual to enhance the current penal system” and enter “a more stable mandate for the application of risk -based licensing decisions to be able to respond to the emerging risk threats.”
The government has recognized that it does not have a lot of practical experience in terrorist financing issues, which makes it difficult to discover and deal with potential threats. “TF may be rarely faced, while ML is more common … any TF warning signs, TF threats and weaknesses may not be easily identified,” the evaluation indicated.
The Minister of Justice and Home Affairs, Jane Paul Wilson, said: “While our island is a relatively safe place, we will do our best to ensure that the terrorists cannot use our status as an international financing center to finance them Criminal activities“
TF NRA explains that there is still room for improvement in many major areas. “The evaluation emphasized that there are areas where the International Organization for Migration has sufficient systems and controls in place … as well as areas that need to be additional focus and procedures on both testing and enhance the current controls.”
“The industry should be able to show how they looked at the relevant risks specified in this NRA.”
