Police accused a 30-year-old with eight points of the second-degree murder after the car was guided in a crowd on the street festival in Vancouver, Canada.

Attack on the annual Lapa Lapa event, which celebrates the Philippine culture, left 11 dead and a dozen injured.

Work on identifying some victims continues on Sunday night, and investigators said that the suspect – Kai-Ji Adam Lo, a resident of the city – will probably be charged with further killings.

The festival organizers said that the city was strained by the Filipino community “sadness” and that the influence of the attack will feel for years to come.

Earlier, the police said that the age of the victims ranged from five to 65. their identities were not discovered.

Investigators have yet to discover the attack motive, but they said they didn’t believe it was a terrorist act.

The suspect was known for the police and had the history of mental health problems.

The attack took place around 20:14 local time on Saturday (03:14 GMT) on the eastern 43rd Avenue and Fraser in the south of Vancouver.

On the scene, they started laying flowers on Sunday and paying their respects.

One woman doubled for suppressing before going out. Another woman, named Donna, said she lived in the neighborhood for more than 50 years.

She was at the festival and said she was full of young people and families.

“People were there to celebrate and have fun,” she said for the BBC. “This is tragic.”

Speaking at the press conference, RJ Aquino, the head of the organization Filipino BC, said “last night is extremely difficult and the community will feel it long.”

“We know that there are a lot of questions that float and we don’t have all the answers, but we want to tell everyone to mourn” he added.

Mr. Aquino said that the attack caused a significant confusion and chaos in the city’s closest Philippine community, with many inhabitants called each other to check their loved ones.

“I don’t think my phone stared so much about my whole life,” he said. “There were a lot of panic and, you know, relief, when someone answers.”

On special news on Sunday, the Acting Officer Vancouver Steve Rai said it was a “darkest day” in the history of the city.

He said “dozens” people were injured in the attack, some seriously.

“The number of dead could rise in the coming days or weeks,” he told reporters, adding that men, women and young people are among the victims.

Lo was taken to custody police officers after being detained by passers-by at the scene.

While Rai refused to determine any potential motive, he said he “can now confidence that the evidence in this case do not lead to believe that it was terrorism.”

The suspect, he added, has a “significant history of interactions with police and health professionals relating to mental health.”

Festival in Vancouver – home over 140,000 of the Canadian of Philippine origin – every year for the Lapu-Lapu sting, a national hero who resisted Spanish colonization in the 1500s.

Tens of thousands of people were the attendance of the event.

According to Rai, the police spent an assessment of the threat to the Festival, and partially closed the road on the street behind the school in which most ceremonies took place.

It is nothing to indicate a higher level of threat to the event, he added.

Rai said the incident would be a “similar moment” for city officials and first answers.
